ICON is seeking a Senior Technical Liaison (STL) to join the public sector Business Development (BD) team. This public BD team focuses on opportunities with the Department of War and other public sector agencies. This role serves as the critical bridge between business development leadership and ICON's technical departments—including hardware and software engineering, materials science, regulatory, architecture and construction, and testing—translating complex technical capabilities into compelling partnerships and business opportunities. The Technical Liaison will support the full business development lifecycle, from initial customer scoping and proposal development to budget planning and customer success initiatives.
The ideal candidate combines a strong technical foundation with the communication prowess and interpersonal skills essential for business development: exceptional writing ability, confident presentation skills, and natural relationship-building instincts. This position requires someone who thrives at the intersection of technology and strategy, can seamlessly navigate across disciplines and departments, and excels at making technical concepts accessible to diverse audiences while maintaining the rigor required for productive government partnerships. This role is based in Austin, TX.
RESPONSIBILITIES
- Help build and execute the public sector BD team’s go-to-market strategies for space, defense, and housing.
- Serve as the primary point of contact between ICON’s business development team and ICON’s technical departments on the preparation of proposals and execution of other discreet projects and tasks.
- Interpret and shape customer requirements, and ensure they are aligned with ICON product roadmaps.
- Represent the interests and perspectives of multiple ICON technical departments in customer meetings, pitches, and working sessions.
- Cultivate personal relationships with and serve as a trusted advisor to government customers in areas such as advanced R&D, military construction, and software development.
- Support the drafting and submission of new business proposals in the areas of defense, space, and advanced research and development concepts.
- Prepare technical marketing materials for potential customers and partners.
- Plan, coordinate and execute customer visits and support business development events for customers; support customer engagement and success initiatives.
- Analyze how public policy and regulations affect ICON’s BD efforts.
- Work with ICON project managers in a customer success capacity to ensure successful project execution.
- Work with internal teams to resolve technical issues related to ICON's wall systems and building technology on government projects.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Mechanical Engineering, Structural Engineering, or Civil Engineering, or a related technical discipline.
- 8+ years of relevant professional experience in structural engineering, construction, or advanced R&D.
- Technical knowledge of structural systems, materials science, and construction methods for residential, commercial, and government buildings, with emphasis on concrete and masonry construction.
- Experience working with federal government agencies, DoW organizations, or military construction projects with understanding of government contracting and acquisition processes.
- Excellent verbal and written communication skills with proven ability to present complex technical information to government stakeholders, military officials, and internal teams.
- Exceptional relationship-building and networking abilities with demonstrated success establishing trust and credibility with government agencies and federal stakeholders in professional and regulatory environments.
- Self-motivated and highly organized with ability to manage multiple concurrent projects, prioritize competing demands, and adapt to evolving project scopes and requirements in government contracting environments.
- Willingness and ability to travel regularly to government facilities, military installations, and federal agencies, as well as occasional OCONUS travel if required.
- Valid driver's license and ability to operate a motor vehicle for site visits and meetings.
PREFERRED SKILLS AND EXPERIENCE
- Active Secret security clearance or ability to apply for Secret clearance within 6 months of hire.
- Graduate degree in structural engineering, construction management, or related technical discipline.
- Experience working on government R&D and/or MILCON projects or other government projects.
- Experience with UFC code development, federal standards processes, or participation in government technical committees and working groups.
- Familiarity with 3D printing technologies, additive manufacturing processes, robotics in construction, or other innovative construction methods.
- Experience working in design-build, fast-track, or integrated project delivery environments with compressed approval timelines typical of government projects.
- Understanding of structural testing methodologies, materials science, or construction quality control processes relevant to federal acceptance criteria.
