Rainmaker is pioneering a modern cloud seeding system to solve water scarcity and inclement weather problems. We develop and incorporate radar validation, weather-resistant UAS, numerical weather modeling, and sustainable cloud seeds into an effective precipitation enhancement solution.
As a member of Rainmaker’s International Affairs team, you will support business development and government affairs initiatives internationally. You’ll identify and capture cloud seeding and water security funding opportunities while building relationships with foreign governments, multilateral organizations, and private-sector partners. Your work will directly impact Rainmaker’s global expansion strategy and shape policies enabling sustainable water solutions worldwide.
This role location can be either El Segundo, CA or New York, NY with frequent international travel
What You'll Do
International Business Development and Government AffairsMarket Research & Opportunity Identification: Conduct market research on international cloud seeding and water security funding, tracking prospective clients (governments, utilities, agricultural conglomerates, corporations), and evaluating their initiatives and budget cycles. Capture Strategy & Proposal Support: Assist in crafting capture strategies for priority targets. Coordinate proposal development by gathering technical specifications, developing pricing models, compiling supporting materials, managing timelines, and collaborating with engineering, regulatory affairs, and finance teams. Prepare client presentations, white papers, and case studies tailored to international audiences. Strategic Advocacy & Policy Shaping: Engage foreign decision-makers (ministries, regulatory bodies, legislative committees, corporations) to advocate favorable cloud-seeding regulations and project proposals. Draft policy briefs, position papers, and testimony materials for international pitches, forums, multilateral agencies, and intergovernmental working groups. Relationship Building & Coalition Development: Identify and cultivate ongoing relationships with key international stakeholders to build coalitions in support of Rainmaker’s mission.International OperationsPlanning and Execution for Revenue Capture: Develop multi-year international expansion plans, prioritizing high-impact regions (e.g., Middle East, Southeast Asia, Latin America). Coordinate with the finance and engineering teams to build funding models, ROI projections, and risk assessments for proposed programs. Draft international grant proposals for pilot projects and research collaborations. Cross-Functional Collaboration and Internal Coordination: Collaborate with Rainmaker’s technical, regulatory, and finance teams to align international affairs and business development activities. Prepare training materials and lead knowledge-transfer sessions on country-specific regulatory landscapes or procurement processes for internal stakeholders. Plan and execute Rainmaker’s participation at international conferences, speaking engagements, and stakeholder meetings. Manage logistics for team travel and meetings, including visa facilitation, coordinating translation services, and researching local protocols. Preferred Qualifications
Experience & Skills: Demonstrated ability to navigate foreign government procurement processes, draft persuasive proposals, and close contracts.Established network of contacts in foreign markets (water, agriculture, environment), international NGOs, or regional development banks.Proven track record of engaging policymakers, engaging local stakeholder networks, and shaping international policy and business development.Excellent written and oral communication skills, with the ability to produce policy briefs, proposals, and presentations for both technical and non-technical audiences. Cultural Competence: Fluency in English required, with proficiency in one or more additional languages (e.g., Spanish, French, Arabic) preferred.Demonstrated cultural sensitivity and experience working across diverse geographies and time zones.Willingness to travel internationally 30–50% of the time (depending on project needs).
