Role Description
The Policy Manager, Eastern Region will drive policy advocacy efforts across eastern states to advance Form’s goals and transform state and regional electric markets. You will collaborate with policy team leadership alongside outside partners to develop and execute state specific advocacy plans that successfully influence regulatory and legislative outcomes and advance Form’s goals. You will be responsible for securing incentives, procurement programs, and changes to market design in priority states to develop markets for multi-day energy storage. 

This multifaceted role reports to the Director of State Affairs and will work cross-functionally with Form’s commercial operations, analytics, product and communications teams. This is an opportunity to build on your policy development successes and to apply your strategic vision, tactical mindset, and excellent relationships with key regional stakeholders to advocate for Form’s interests, and in so doing be a leading voice helping to fulfill regional decarbonization goals.

This role can be done either remotely from the Eastern US (preferably, Washington, D.C region) or onsite/hybrid from our Somerville, MA location.

What You'll Do:

  • Establish and execute policy advocacy priorities and strategies across multiple domains in eastern states (regulatory, legislative, and ISO/RTO markets), in partnership with the Director of State Affairs and other colleagues on the Policy and Regulatory team, to advance Form’s interests in priority states
  • Develop state and region-specific policy proposals that position Form as a recognized thought leader and partner to key stakeholders
  • Lead the development of high-quality, accessible and persuasive policy advocacy documents to connect Form’s priority issues with the region’s needs
  • Proactively build coalitions with local and national NGOs, trade organizations, and peer companies to advance progress on novel, high-priority policy
  • Cultivate relationships with key decision makers and influential stakeholders in eastern states and regional electric markets
  • Collaborate with Form's analytics, commercial and product teams to communicate key market and policy trends to inform commercial strategy and product design decisions
  • Independently represent Form’s interests before senior government officials and in public forums in eastern states
  • Oversee the day-to-day work of external partners and inform how we deploy resources across the region
  • What You'll Bring:

  • Demonstrated success securing notable policy changes related to clean electricity in state regulatory and legislative contexts
  • Deep knowledge of eastern states’ electric sector political context and past and current regional efforts to decarbonize the electric sector
  • Extensive relationships with key electric sector policy stakeholders in eastern states, preferably in New York and/or Massachusetts
  • Demonstrated ability to lead high-level, high-stakes engagements with senior officials, environmental NGOs, industry representatives and other key stakeholders
  • Working knowledge of the analytical tools used in electric resource planning and reliability studies, and ability to critically evaluate the inputs and outputs of such analysis to inform advocacy efforts
  • Flexibility and adaptability to quickly adjust to changing priorities and circumstances
  • Clear, concise, and engaging verbal and written communication
  • Resourcefulness and a track record of being a successful team player capable of collaborating with multiple cross-functional teams
